Legislature overrides governor on chiropractor bill

  In a rarity, a piece of legislation gained support facing a governor’s veto. The Legislature voted moments ago to override the veto of Gov. Dennis Daugaard on HB 1146, which would limit the co-payment that insurers can require for chiropractor services. The House of Representatives voted 51-15 to pass the bill, the veto notwithstanding, which was close to the original 52-16 vote by the House on initial passage a month ago. The Senate was where the bill actually picked up votes today. It had passed in the Senate 20-13 originally and a two-thirds majority of 24 was needed today for the override. Senators voted 25-10 to pass the bill over the governor’s veto. Switching from no to yes were Republican senators Russ Olson of Wentworth, Jim Putnam of Armour, Tim Rave of Baltic and Larry Rhoden of Union Center. Dozens of chiropractors ringed the Senate gallery during the debate today. The bill’s prime sponsor was Rep. Mark Kirkeby, R-Rapid City. His seatmate in the House happened to be a chiropractor, Rep. Scott Munsterman, R-Brookings. Kirkeby delayed consideration of the veto for more than two weeks, using the break between the end of the session’s main run and today’s final day of the session to build support.
