monitored and regulated field, doctors are subject to compliance and
reporting regulations from every level of government and as a
consequence, comprehensive and accurate records are imperative,
according to Vais Salikhov, chief software engineer at the ACOM Health

Now, he said, the need for timely and accurate records is about to grow
significantly with the February passage of American Recovery and
Reinvestment Act of 2009. Title XIII, Electronic Health Records (EHR)
under Medicare and Medicaid, incentivizes doctors to adopt certified
electronic health/medical records with bonus payments up to a total of
$44,000 over a five-year period as well as defines penalties for
noncompliance.
The new legislation is part of a broad effort to contain healthcare
costs, Salikhov said, and since private payers usually follow the lead
of the Medicare/Medicaid establishment, they will likely put forth
similar demands of their own.
"Historically, ACOM’s RAPID

only highly acceptable to third party payers, but which also presents
the data in a well-organized manner that easily supports compliance
tests at any level," Salikhov said. "Our intention is to follow the
development of the new certification rules closely and make sure that
our doctors will be among the first to qualify for the bonus payments
under the Medicare and Medicaid programs. Those who delay may find
themselves in a crush of last-minute filers."
One of the key things doctors must understand, Salikhov said, is that
the bonuses are paid on a basis of the prior year’s Medicaid or
Medicaid billings.
"The bonuses are not insignificant and they can, in fact, more than cover the cost of a RAPID
chiropractic office software solution," he said. "Bonus payments commence in 2011, so it is
imperative that doctors seeking to comply make sure that they have
their certified system in place as soon as possible in order to
familiarize themselves with the legislation reporting requirements and
to begin assembling the data that will qualify them for the bonus
payments."
